We have now completed our investigations
on the outstanding matters mentioned under Head D. of the first Section of our report and record our
recommendations below.
OVERTIME.
87. We consider that regular overtime is a distinct evil, seriously inimical to the health of officers, especially those who se duties lie indoor s and at desks and that wherever possible it should be eliminated by increase of staff or otherwise. Payment for overtime, so far from being a remedy, forms an incentive to undertake extra duties and, we fear, in
some cases to go slow during the hours for which no
extra remuneration can be obtained.
88. But we realise that the exigencies of the public service must require certain duties to be performed after or out of office hours and for such work we consider that special remuneration should be paid on the following principles
(a)
Except in the case of daily paid labour (where overtime payment is an integral part of the
wage-terms) no payment should be made for overtime work which does not arise from some definite or special
call
